The Central Power Purchasing Agency. Guarantee Ltd. (CPPA-G) is non-profit independent company established under the Companies Ordinance, 1984 as a “Company Limited Guarantee”, (ts mandate is to manage the existing and future power generation pool and its distribution to the electricity distribution companies through transmission system maintained by the National Transmission & Dispatch Company Limited. CPPA Guarantee Ltd. is solely responsible for implementing and administering the “Single Buyer Plus” market mechanism (ultimately leading to competitive market operations). CPPA-G shall manage Electric Power procurement and sale to DISCOs & bulk consumers in accordance with the applicable regulatory framework, by performing and undertaking functions and discharging the responsibilities laid down for the Company in the Market Rules / guidelines. Government of Pakistan / Ministry of Water and Power is looking for high caliber professional to lead the CPPA Guarantee Ltd. as its Chief Operating Officer (COO).
The COO shall have a strong capability to lead, organize and set priorities of the technical functions of the organization. He will be responsible for overall management of operations and for setting management guideline, policy transfer and eligible day-to-day management; guaranteeing efficient coordination between divisions and departments, liaisons with external entities; ensuring legality of ail acts executed by enterprises; supervision of concepts and methodologies. The COO shall report to CEO of CPPA Guarantee Limited.
QUALIFICATION/EXPERIENCE AND AGE
The candidate should be having a minimum qualification of B.Sc. Engineering (Elect), with a minimum of 10 years of experience in senior management position of large power sector organizations of repute. The candidate should demonstrate extensive experience in management and strong knowledge of market mechanism, contemporary market models, how to manage settlement of electricity dues between modem electricity utilities and regulatory affairs. He should have knowledge and experience of technical aspects of Power Purchase Agreements. He should have clear understanding of the sensitivity in relation to political implication of public service provision, understanding of economic, technical and customer orientation issues; capability to mediate between technical, economic and financial subjects and guiding decision making in due time; competencies to steer the organization towards efficient provision of settlement service and financial self-sufficiency. The candidate should have exposure to international donors, financial institutions, privatization and restructuring. Ideally the candidate should be in the age bracket of 45 to 57 years of age. However, it would be relaxed up to maximum 60 years in case of having vast experience in the relevant job for individuals already serving in WAPDA or ex-WAPDA entities.
SALARY PACKAGE AND TENURE
The position will have a market based remuneration package commensurate package with the experience and qualification of the candidate. The initial contract shall be for a period of three years extendable on satisfactory performance.
