1.    One cannot overstate the significance of legal education given the all-pervasive role that law plays in our personal and collective lives. It is not something merely structural aimed at organizing power and authority in State and society, it also sets standards and values for corporate and human conduct in addition to dispute resolution, law informs public order, and as such has a distributional effect that substantively shapes our society, as well as appealing to our sense of fairness and justice to maintain order and stability.

2.    Hence, legal education is not just for lawyers and those in law-related professions, it is also necessary for other professions such as accountancy, management, health and safety, bureaucracy and the like. Besides such professional and technical needs, a certain level of legal education and awareness is necessary for citizens to effectively engage with the State, the market and other citizens. It is in view of this lack of public awareness of law that the State including the Judiciary and other actors must proactively assume the responsibility for legal empowerment, reaching out to citizens and countering legal exclusion.

3.    The quality of human resource is a critical input to improve the standard of justice services in the country. We therefore need to raise the quality of legal education that is essential for the supply of capable and competent persons well equipped for entering law related professions and discharging their professional-and    personal-obligations effectively.

I am a firm believer that injustice anywhere is a threat to justice everywhere and every step toward the goal of justice requires the services of thorough professional lawyers filled with passion to eradicate injustice from the society through struggle, tireless exertions, honesty and dedication.

It is therefore, a matter of a great satisfaction and of course pride for me as I see my dream coming true – a dream of setting up a Law University where students are imparted specialized legal education. I am very happy to hear that the response from the students is simply overwhelming. This shows that the University has received warm welcome from public in the first semester which is highly encouraging.

For the establishment of first ever Law University of Pakistan, the national law university of Pakistan, Shaheed Zulfiqar Ali Bhutto University of Law, Karachi, deserves a solid commendation. This project would not have been possible without the untiring efforts, guideline and leadership of Justice (R) Qazi Khalid Ali. I once again congratulate him and assure that we will continue to support him.

Let me take this opportunity to add a few words to the students as they are the foundation of this Law University. It is only lawyers that undergo rigorous, self-criticai, creative and emphatic training that enables them to know, not only their case theory but also the case theory of other side. The legal education is a true base of justice and the importance of justice has been stressed upon by every society and every nation. Islam has attached great importance to justice and stands for the smooth impartial administration. Justice demands that it should be up held in all circumstances.

Keeping in view the importance of legal education in Pakistan, the Government of Sindh has taken the concrete step for the establishment of first ever university of law after the name of Shaheed Zulfiqar Ali Bhutto, the Founder Leader of Pakistan Peoples Party, in District Malir. This, on one hand, give exposure to vast country side and, on the other, fulfill the desire of people of the area. The Government of Sindh is very serious in respect of imparting the legal educationto the citizen of Sindh and Pakistan as it was the cherish desire of Shaheed Zulfiqar Ali Bhutto and Shaheed Mohtarma Benazir Bhutto. The Government of Sindh very strongly believes in this University and has taken all possible measures to facilitate its growth.

It is matter of great pleasure and immense satisfaction for me to welcome you in the International Legal Education Conference of the first ever Law University of Pakistan, SZABUL, I am so happy to see that our newly established law university is fully functional. Legal Conferences are the best way to explore current legal issues and share insight on those issues. We are committed to conduct regular series of conferences so that students get exposure by interacting with those who are practically implementing law either in form of being Judges, Senior Govt, officers or Scholars. These conferences also help in highlighting contemporary legal issues.

Education in general is a foundation for the satisfaction of the needs of the human beings,to save them from wilderness and destruction.The first verse of the Holy Quran was revealed with the instructions of education.The first word “Iqra” is a command that means “read” and implies the concepts of “learning”, “exploring” and “seeking enlightenment”. They are indeed an important channel for exchange of information amongst researchers as well as professional lawyers. The legal fraternity of the country demands and deserves research work on the subject of law that is at par with International standards.
