Under the guidance and direct supervision of the National Manager (NTP) will undertake the following activities:
I. Change management (time-limited)
Coordinate a team of Technical Assistance providers, and in close coordination with the Global Fund Finance Specialist and Finance Development team assess the current capacity of the Finance team at NTP, devise and implement a revised organogram to maximize the utilization of available human resource;
Supported by a temporary team of Technical Assistance providers, the NTP team, and in close coordination with the Global Fund Finance Specialist and Finance Development team, assess and Implement an ERP that supports the functional requirements of the program.
Revise the finance/accounting manual with reference to the current practices at NTP and including policies and procedures in line with the International best practices and standards. This deliverable is to be developed with the help of the current Finance team at NTP Assess the policy and procedures related to documentation flow currently practiced at NTP and develop a comprehensive document detailing the gaps and steps required to maximize the efficiency of the system and in line with the Global Fund requirements and guidelines. Gradual implementation of the agreed procedures will have to be supervised.
Work closely with the NTP Internal Audit department to re-align its role from pre-audit to post audit of transactions and agree on cut-off time for this transition.
Align the function of the NTP Finance department with reference to verification of supporting documents before processing of payments with best practices and take over the role of Pre-lnternal Audit Department
Devise a plan for the timely inclusion of implementing partners in the budgeting process and implement this plan for each budgeting cycle. Providing advice and assistance in supporting the NTP senior management in making decisions related to GF grant matters
II. Financial Management
After a period of designing and Implementing efficient procedures and systems, the incumbent will oversee the financial operations related to Global Fund grants, based on the revised procedures and systems.
Required experience, competencies, and skills:
The candidate must have profound knowledge and experience in financial management preferably; At least 10 years post-qualification experience with 3 years working at a similar position; Demonstrated and outstanding capacity in project management and change management; Demonstrated leadership in organizational change Experience at senior level with ERPs
Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses; High level of integrity and dependability with a strong sense of urgency and results-orientation. Ability to prepare reports using MS.Office Packages and PowerPoint-Flexible, willing to work under pressure and tight deadlines, willing to learn; Experience in supervising junior staffs and mentoring;
