Functional Responsibilities

Under the guidance and direct supervision of the Manager Procurement and Supply Chain (Manager PSM), and Head Multi Drug Resistant TB Unit (Head MDR Unit), Senior Supply Chain Management Officer will undertake the following activities;

Manage and coordinate all activities related to supply chain management for both Basic DOTs and MDR TB pharmaceuticals and health products; Develop and implement the Manuals for Drug management, Quality Assurance/Control, supply chain management, and manual/electronic Logistic Management Systems (LMIS) through the supply chain;

In consultation with stakeholders, develop and implement tools for recording and reporting supply chain and logistics information;

Serve as the contact person for all issues related to the supply chain, pharmaceuticals and health products from the health centers, district, province, and NTP level;

Receive and analyze all logistics and supply chain management reports (Inventory Reports and Consumption Matrices) from the health centers, district, province; summaries and prepare routine management briefs for both Basic DOTs and MDRTB programs;

Conduct quarterly reviews and analysis of the supply chain for both Basic DOTs and MDR TB program, putting into consideration the patient enrollment, consumption data, stock on hand, orders in transit, and orders placed for pharmaceuticals and health products, and timely distribute such reports to the stakeholders;

Conduct periodic forecasting and quantification for pharmaceuticals and health products, putting into the supply chain reports, and submit order information to the PSM Manager;

Process all the necessary documents required for effective and efficient placement and execution of health product orders placed with the International Procurement Agents (VPP), and ensure implementation of any order adjustments, clearing, forwarding, and processing of No-Objection Condition (NOC) documents and approvals from relevant government departments;

Serve as the Contract Manager/Administrator, and contact person for all orders and contracts of pharmaceuticals and health products procured both locally and internationally under Basic DOTs and MDRTB program, including laboratory chemicals, reagents, equipment, and kits; Participate in some procurement activities such as in developing technical specifications, developing bidding document and contracts, and serve as a member of Evaluation Team;

Receive and review all orders for pharmaceuticals and health products from the health centers, districts, and province; submit them for relevant approval, forward them to the Warehouse Management Unit for packing and distribution;

Conduct periodic verification of distributed health products to ensure that all customers are served on time, and that distributed products satisfy the customers’requirements; and serve as the contact person for all customer complaints;

Conduct periodic supply chain Monitoring & Evaluation field visits to assess the storage conditions for pharmaceuticals and health products, stock management practices, records management, physical stock verifications, staffing capacity, validation of data in the electronic MIS, and submit reports;

Development and implement manuals for pharmacovigilance, Adverse Drug Reactions, Doctor-Patient Drug Information, Rational Drug Use, and serve as the content expert for these subjects;

Provide primary supervision to the Supply Chain Management Officer, and secondary supervision to the Provincial pharmacists, PMDT Pharmacists, and plan, organize and implement capacity building trainings for all supply chain staffs;

Implement the Electronic MIS (TBD MIS and WMIS) throughout the supply chain, review and proposes relevant upgrades, serve as the PR contact person for the software, trainings, data quality, and hardware maintenance;

Any other related role as may be delegated by management, PSM Manager, and Head MDR Unit from time to time;

Required Experience, competencies, and skills

The candidate must have profound knowledge in supply chain management preferably;

At least 6 years working experience in the health sector, mainly managing pharmaceutical and health products; Knowledge in forecasting and qualification for pharmaceuticals and health products;

Skills in local and international procurements practices, clearing and forwarding, warehousing, and distribution; Experience working on TB programs/projects from reputable local or international organization; Ability to prepare reports using Ms. Office Packages and PowerPoint;

Knowledge in pharmacovigilance, quality assurance for health products, Rational Drug Use, preparing SOPs; Flexible, willing to work under pressure and tight deadlines, with good communication skills, willing to learn; Experience in supervising junior staffs and mentoring;

Required Minimum Qualifications

Honors Bachelor’s Degree in Pharmacy from recognized and reputable University, plus a Master’s Degree in either Pharmacy, Business Administration, M. Phil, Procurement, Supply Chain Management, Commerce, Economics, etc;

Candidates with Honors Bachelor’s Degree in Pharmacy, with extended relevant working experience of over 10 years shall be considered;
